Founding partner of Domeyko & Cía. Attorneys, with a professional practice focused in the applicable Regulatory Law to bid processes of concession public works, to both public and private initiative projects. Javier’s legal expert advice encompass the whole concession public work contract term, including its amendments, and the adequate defense of the interests of the concession companies in both administrative and judicial authorities which may arise from the technical, economic and legal disagreements during the concession contract.

With a wide and relevant professional experience of over 20 years in issues related to public works concession contracts, Javier was part of the Coordination of Concession in the Ministry of Public Works, with a key participation in: the Expropriations Unit (1998 – 2006), involved in the defense of the State interests in the judicial expropriation processes; and between 2007 and 2014, working as a Chief Inspector of Operation, as Chief of the Road Works Unit of the Operations Division, Chief of the Unit of Improvement of Concession Works, and Chief of the Operation Division of Concession Works.
